    European commercial arbitration has had a busy two years.     The article examines whether binding domestic tax arbitration could provide a viable mechanism for resolving tax disputes in the UK. A key theme of the research is that voluntary compliance, and the timely and fair resolution of tax disputes, are not simply administrative matters but constitutional ones. The legitimacy of the tax system depends not only on effective revenue collection, but also on fairness, procedural independence and meaningful avenues for dispute resolution.
